The "new cities" of Morocco : from frenzy to lethargy

Le Maroc s'est lancé, en 2004, dans une nouvelle étape de son histoire urbaine à travers la création de villes nouvelles. Il s’agit d’un programme qui découle d’une politique portée et décidée par l’État pour mieux garantir la transition urbaine du pays et répondre à ses besoins en logements. Ainsi, des villes planifiées sont actuellement en cours de construction à une vingtaine ou trentaine de kilomètres des grandes agglomérations. De superficies différentes et implantées sur de vastes territoires ruraux, elles prévoient d’accueillir entre 200 000 et 450 000 habitants. Cette décision de création de villes nouvelles au Maroc semble avoir été prise comme alternative aux défaillances des procédés d'aménagement précédents. Cette thèse a pour objectif principal de mettre en perspective cette politique urbaine et d’examiner si ces villes nouvelles sont porteuses d’un renouveau des mécanismes de la fabrique spatiale marocaine. Elle vise également à établir un portrait de ces villes, à analyser les stratégies qui en sont à l’origine et à saisir leur évolution ainsi que les logiques de leur développement. Elle a ainsi pour ambition de porter un regard sur la pertinence de leur création comme réponse à l'urbanisation accélérée au Maroc, sachant que le recours aux villes nouvelles n’est aujourd’hui plus en vogue dans les des pays occidentaux.In 2004, Morocco started a new chapter of his urban history through the creation of new cities. This program is the result of a policy thought and adopted by the government to respond to the local housing issues and to guarantee the urban transition of the country. In this way, planned cities of different sizes and carrying capacities (between 200 000 and 450 000 inhabitants), are actually being built nearby the main ones. This strategy of creating new cities was brought as a remedy to the previous failures of the Moroccan urban planning.The main purpose of this thesis is to put this urban policy into perspective and to examine if these new cities are bringing a real renewal to the Moroccan urban fabric. It also aims to draw a portrait of these cities, to understand their evolution, their growth logic, and the strategy from which they resulted. Through this work, we examine the relevance of this new cities policy as a response to the accelerated urbanization in Morocco, knowing that the new cities are no longer developed in the western countries
